PHOENIX, AZ — One day after Election Day, a top Arizona House Democrat named “gun safety legislation” as one of her party’s key priorities, as Democrats prepare to control both chambers of the Arizona Legislature for the first time in 60 years.
Rep. Nancy Gutierrez (D-Tucson), the assistant minority leader in the House, listed gun legislation alongside affordability and reproductive healthcare protections, with affordability at the top, as reported by the Arizona Mirror on Wednesday. Yesterday I covered Minnesota Governor-Elect Amy Klobuchar Says the ‘Gun Safety Bill Is Going to Get Passed’ and Calls It a Top Priority. Arizona Democrats are now signaling a similar push, though no specific Arizona bill has been named.
The NRA Institute for Legislative Action flagged Gutierrez’s comments in an alert Friday, warning that “a consequential legislative session lies ahead.”
Democrats needed to flip three seats in the Arizona Senate and four in the House to end six decades of Republican control. As of Wednesday, the Mirror reported, they were on pace to capture six Senate seats and 10 House seats. Gov. Katie Hobbs won a second term, putting the governor’s office and both chambers in Democratic hands.
NRA-ILA points to what lawmakers introduced during the 2026 session, measures that would have:
- restricted certain semiautomatic firearms and magazines
- added background check requirements on private firearm transfers
- required permits and training for concealed carry
- established waiting periods for firearm purchasers
None of those became law. NRA-ILA credits the outgoing Republican majority with stopping them and says similar measures “could now have a clearer path to Governor Hobbs’ desk in 2027.”
The concealed carry proposal would hit Arizona carriers directly. My Arizona concealed carry guide lays out current law and permit information.
A majority does not guarantee passage. Republican consultant Chuck Coughlin told the Mirror that Democratic leaders will have to get their own caucus to agree in both chambers. He added that because many Democrats won in Republican-leaning districts, the party will have to balance bold moves against holding its majority. One example is Rep. Kevin Volk, who flipped a Tucson district where registered Republicans outnumber Democrats 69,719 to 52,862 and has built a reputation as a moderate.

NRA-ILA says it will “vigorously oppose legislation that threatens the Second Amendment” and challenge efforts to restrict the rights of law-abiding Arizonans.
